Secretary to Cabinet Emilia Mkusa has announced a mini reshuffle of Executive Directors.
The announcement made on Wednesday has seen new appointments in vital ministries.
“I have the pleasure to announce that the Prime Minister on the recommendation of the Public Service Commission, in terms of Sections 5(1) read in conjunction with Sections 19(A)(1) and 23(2)(11) of the Public Service Act, 1995 (Act No. 13 of 1995) approved the appointment and transfer of the following Executive Directors, effective 1 January 2026,” Mkusa said in a statement.
The appointments include the full appointment of Linda Ipinge -Nakale to Executive Director of the Ministry of Information and Communication Technology (MICT). She has ben serving in the role in an acting capacity for a few months.
She holds a Master’s Degree in Leadership Development in ICT and Knowledge Society, and
Bachelor’s Degree in Public Management. She currently serves as a Director forInformation and Communication Technology Development in the same Ministryfrom June 2016. Previously she served as Deputy Director for Information Technology Infrastructure Development for the same Ministry from November 2011- May 2016.
Mkusa also announced the appointment of Oscar Capelao as Executive Director/ Accounting Officer in the Ministry of Finance.
He currently serves as a Deputy Executive Director at the Ministry of Finance since May 2023. Previously he served as Group Chief Financial Officer at FirstRand Namibia from 2012 to April 2023.
Capelao also served as Manager for Finance at FNB Namibia from 2006-2007. He holds a Bachelor of Accounting Science and a Global Masters in Business Administration. He is appointed for a fixed term contract of five (5) years.
Capelao replaces . Michael Humavindu Michael Humavindu who was transferred to the Ministry of Works and Transport as Executive Director without accounting functions.
Ben Nangombe moves to the Ministry of Justice and Labour Relations as Executive Director responsible for (Vote 14, on Labour Relations. Nangombe previously served as the Executive Director at the Office of the Prime Minister.
Audrin Mathe, will now be the Executive Director/ Accounting Officer responsible
for Vote 16 (Justice ) for the Ministry of Justice and Labour Relations.
