Cabinet approves fast-tracking Namibia-Angola power connector project

Cabinet has approved decisions to fast-track the Angola–Namibia (ANNA) Interconnector power project. 

The project will connect the electricity systems of Namibia and Angola to strengthen energy security and support industrial development.

Minister of Information and Communication Technology Emma Theofelus on Monday said cabinet approved the project as a strategic investment to be implemented through the Ministry of Industries, Mines and Energy and NamPower. 

The Ministry has been authorised to enter into an agreement with Angola to prevent delays. NamPower has also been directed to finalise the Power Purchase Agreement and the Project Development Agreement.

Cabinet agreed that Namibia’s share of the capital costs will be financed through concessional funding from the National Energy Fund. The project will also be presented at the next SADC Energy Subcommittee meeting.

In addition, the Cabinet noted and approved several annual reports for tabling in the National Assembly. These include the 2025 Integrated Annual Report of the Namibia Ports Authority, the 2024/2025 Annual Report of the Namibia Airports Company, and the 2022/2023 Annual Report of the Roads Contractor Company.

“Namibia will also host the Global Water Partnership Organisation Secretariat in Windhoek. The Minister of Agriculture, Fisheries, Water and Land Reform has been authorised to sign the Headquarters Agreement.” said  Theofelus 

Cabinet further approved recommendations from the 2025/2026 Festive Season Road Safety Campaign report. These include stronger media campaigns, increased funding, more traffic officers in high-traffic areas, improved driver education, stricter action against overloading in public transport, the use of body-worn cameras at checkpoints and mobile data tools for enforcement.

The Repatriation of Persons of Namibian Descent from Botswana Project has also been extended for three years, from 2026/2027 to 2028/2029.

These decisions are about action. The Cabinet is focused on improving energy security, strengthening infrastructure and ensuring that government programmes deliver results for the people of Namibia.
