The National Petroleum Corporation of Namibia (Namcor) has today confirmed the appointment of Victoria Sibeya as its substantive managing director for a five-year term, effective 1 July 2026.

This comes after Namibia Business Review exclusively revealed yesterday that the Cabinet had approved her appointment.

The announcement was made by the Namcor board of directors on Wednesday, making Sibeya the sixth substantive managing director of the national oil company.

Sibeya has been with Namcor since 2006, serving in several technical and leadership roles. She joined the company as its first female geoscientist and later held positions including asset manager. Before her appointment, she served as executive for upstream exploration, a position she had held since April 2019.
She holds a Master of Business Administration from the University of Aberdeen, a Master of Science in Geology from the University of Namibia, an Executive Management Programme qualification from the University of Stellenbosch Business School, a Bachelor of Science (Honours) in Geology from Nelson Mandela Metropolitan University, and a Bachelor of Science in Geology and Chemistry from the University of Namibia.
Beyond Namcor, Sibeya previously served as secretary for the Africa Region of the American Association of Petroleum Geologists and is currently a trustee on the Petrofund Board of Trustees.

She has also received several industry awards, including the Diamond Training Institute’s Rising Star Diamond of the Month Award in May 2025, the Frontier Energy 2025 Emerging Leadership Award, and the Namibia International Energy Conference (NIEC) 2026 Women in Energy Leadership Award.

The Namcor board said Sibeya’s appointment comes at a pivotal time as Namibia’s energy sector continues to grow following major offshore oil discoveries.

“The Board has full confidence in Ms Sibeya’s ability to provide the leadership required to guide NAMCOR through the current energy landscape and position the organisation for sustainable growth,” the board said.

It added that her strategic and ethical leadership would strengthen Namcor’s role in advancing national energy security, commercial resilience and long-term value for stakeholders.

The board also thanked Mtundeni Ndafyaalako, who has been serving as acting managing director since 1 March 2026, for leading the company until the substantive appointment.
