The Namibia Civil Aviation Authority (NCAA) Executive Director, Toska Sem has been appointed to serve  as Second Vice-Chairperson of the Technical Commission of the International Civil Aviation Organisation (ICAO).

Namibia  was nominated by Australia and seconded to the position  by Cameroon and Kazakhstan during the recent 42nd ICAO Assembly, which took place in Montreal, Canada.

In a statement released on Thursday  NCAA said the appointment places Namibia at the forefront of international aviation leadership, affirming the country’s growing influence in shaping global aviation safety and air navigation standards.

The Technical Commission is  responsible for analysing working papers related to aviation safety and air navigation services before submitting them to the plenary for resolution.

It plays a central role in maintaining ICAO’s mission of safe, secure, and efficient skies.

According to NCAA Sem’s election signifies recognition of Namibia’s technical expertise, credibility, and commitment to upholding international aviation standards.

“For a small nation such as Namibia, this leadership role represents a remarkable achievement for Africa, enhancing the country’s visibility and reputation within the global aviation community.

“The NCAA extends its heartfelt congratulations to Ms Sem and reaffirms its commitment to supporting her as she contributes to advancing aviation safety and compliance on behalf of Namibia and the continent,” the statement said.
