Future Media Namibia reports that Government will soon introduce performance management agreements for regional and local authority leaders, saying accountability must extend beyond the national executive.
This was announced by Minister of Urban and Rural Development, James Sankwasa, at the official opening of a five-day induction workshop for regional and local authority councillors, chief regional officers, chief executive officers and administrators in Otjiwarongo on Monday.
Sankwasa said his office will sign performance agreements with chairpersons of regional councils and mayors.
Sankwasa explained that mayors and chairpersons of town councils will, in turn, be required to sign performance agreements with their respective CEO’s to ensure measurable delivery of services.
The minister said councillors will be expected to account for their first 100 days in office, like the practice is at national level where ministers and the President provide progress reports.
Sankwasa stressed that after the 2025 November elections, political leaders must shift from campaigning to governance.
He emphasised that councils must focus on service delivery, job creation and development, warning against what he termed “political corruption”, where party interests are placed above public service.
The minister also emphasised that his ministry has already prescribed codes of conduct for councillors, which must guide their behaviour and ensure accountability, transparency and effective governance at regional and local level.
