The Namibia Civil Aviation Authority (NCAA) has raised concern about the increasing number of incidents involving what they described as the reckless operation of Remotely Piloted Aircraft Systems (RPAS) or drones in restricted areas in the country.
A statement released by NCAA Manager Stakeholder Relations and Communication Nelson Ashipala on Sunday said members of the public are taking the risk of flying drones near airports, military bases, national parks and other sensitive zones.
He said such activities pose serious risks to public safety and national security.
He said flying drones in such areas without explicit authorisation is prohibited under Part 101 of the Namibian Civil Aviation Regulations..
“We are constantly receiving complaints of drone operators flying over private households, near aerodromes such as Eros airport, and around private farms.
These are transgressions we cannot tolerate anymore, and as an authority, we will be firm with those found doing this, ” he said.
The NCAA reminded all drone operators, whether recreational or commercial, that responsible flying is a legal obligation.
“In certain instances, drones are being operated near an aerodrome, in prohibited or restricted airspace, or beyond the pilot’s visual line of sight unless the operator holds the required approvals and certification. It is important that drone operators approach the NCAA head office or visit the website to acquaint themselves with restrictions around drones,” the statement said.
They added that while drones offer many opportunities in areas such as agriculture, research, tourism, and photography, these benefits cannot outweigh the dangers of unsafe and unlawful use.
“Protecting Namibia’s skies requires discipline and compliance from every operator. As part of efforts to address these challenges, the NCAA will be rolling out a Responsible Use of Drones campaign. This initiative will provide guidance to drone users on safe flying practices,highlight prohibited areas, and promote greater awareness of the responsibilities that come with operating drones,” the statement said..
